Why He's Awesome
Mostly because he's the perpetrator of The Long Halloween murders (or at least one of them), and that story arc really, really needs to be turned into a movie.
Though his true identity remains unconfirmed (the theory goes that the killer is in fact three people), his modus operandi sees victims murdered on holidays with a small trinket representing each holiday left with the bodies. The case unfolds in the background of Batman, Harvey Dent and GCPD's attempt to take down crime boss Carmine Falcone, taking all of Batman's detective nous to solve (and even then the true killers may walk free).
Ultimately, Alberto Falcone takes the wrap, but it almost doesn't matter who did it - the point is that the killer and story are tied together so closely that they're one and the same. And both are essential.
How Likely Is He?
Unfortunately, for whatever reason, Hollywood has avoided casting Batman as the World's Greatest Detective: he's been far more likely to show off braun over brains, and the opportunity to actually hunt criminals has begun and ended with a few taps of his Bat-computer.
Right now, there's no way Affleck's hulking Batman could convincingly play the subtle detective, but the story would ironically be perfect for Affleck to direct himself. And it would suit the agenda to follow a story that didn't at all require the involvement of the other Justice Leaguers too.
