Joel Schumacher's first Batman is a taste of things to come with Batman & Robin - it's all noise and razzle dazzle, with no real story and an actor (Val Kilmer, in this case) who doesn't exactly rival your memories of Michael Keaton. Okay, so Tommy Lee Jones is Two Face and Jim Carrey is The Riddler, but they've got less to work with than Danny DeVito and Christopher Walken had in Batman Returns.

After the film's success guaranteed a sequel, it'd be another decade until anyone figured out how to bring the caped crusader back to the screen.
