2. Glenn Close
Glenn Close possesses the unwelcome record of having received the most Oscar nominations for an actress without a win. She has been nominated an amazing 6 times at the Oscars, a stat made more amazing by the fact that she has not once walked away victorious. I would argue that for two of her Oscar nominations, Close could easily and probably should have prevailed, these being Dangerous Liaisons and Fatal Attraction. However, she erroneously lost out on both to Jodie Foster and Cher respectively (the latter being a particularly debatable decision). In addition to her leading roles, she has also received 3 Supporting Actress nods to boot, for films such as The Big Chill and The Natural. Her most recent nomination transpired just last year, when she was nominated for her performances as Albert Nobbs in the film of the same name. Although, as perhaps expected, her career hasn't sustained the spectacular heights it hit in the 80's, a decade which owns five of her 6 Oscar nominations. Having said this, she is still one of the greatest living actresses (as she has proved with Albert Nobbs), and moreover, her role as the villainous Cruella Deville in 101 & 102 Dalmations was widely praised by critics and the public alike. So, I'm sure Glenn won't have given up hope of finally winning the Oscar which she has been so "Close" to receiving throughout her career.
