4. Franz Sanchez

I cant bring myself to knock Robert Davi, because the guy is a fun actor who imbues Franz Sanchez with a potent amount of personality, even if his hamminess would probably feel more at home on TV rather than the big screen. The problem is that Sanchezs plan just isnt that interesting; he wants to be the next Scarface, taking control of the worldwide cocaine empire, which really seems weak compared to the more ridiculous and ambitious plans of his bad-guy brethren. Still, with License To Kills dark tone, he does at least oversee some of the series most shocking and harsh moments, such as feeding Felix to a shark, and also ordering the rape of his wife. On the whole, however, were never really given much insight as to why Bond is even after Sanchez, and the little character flourishes such as Sanchez having a pet iguana attached at almost all times seems like a half-baked attempt to top Blofelds feline.
