4. Franz Sanchez

I can€™t bring myself to knock Robert Davi, because the guy is a fun actor who imbues Franz Sanchez with a potent amount of personality, even if his hamminess would probably feel more at home on TV rather than the big screen. The problem is that Sanchez€™s plan just isn€™t that interesting; he wants to be the next Scarface, taking control of the worldwide cocaine empire, which really seems weak compared to the more ridiculous and ambitious plans of his bad-guy brethren. Still, with License To Kill€™s dark tone, he does at least oversee some of the series€™ most shocking and harsh moments, such as feeding Felix to a shark, and also ordering the rape of his wife. On the whole, however, we€™re never really given much insight as to why Bond is even after Sanchez, and the little character flourishes €“ such as Sanchez having a pet iguana attached at almost all times €“ seems like a half-baked attempt to top Blofeld€™s feline.
