The answer to the concurrent plot question could lie in what leads Darren Cross to take control of Pyms company. If the theory on Pyms Ultron connection holds true (again, more on that in a minute), then the best way to combat Ultron or similar threats in the future could be to see just what sort of technology Pym has lying around. With the threat of Ultron being created by one of the Avengers and S.H.I.E.L.D. on the run, that could make the government very scared. They could turn to anyone who can guarantee the defense of the nation. Enter Darren Cross. He has Pyms technology, hes an up-and-coming Stark competitor, and he has a way to try and fight off the Ultron menace. Perhaps thats why the movies occur simultaneouslywhile the Avengers are off battling Ultron, Cross is working with the government and/or the World Security Council to try and come up with a defense of their own.
