7. Thunderbolt Ross
William Hurts General Thaddeus Thunderbolt Ross was the primary antagonist of Ed Norton-starring The Incredible Hulk movie and was last scene at the end of that film, drowning his sorrows and being approached by a S.H.I.E.L.D. compliant Tony Stark. Two Avengers movies and lots of collateral damage later, Ross is finally reappearing in Captain America: Civil War having been promoted to US Secretary of State. Theres certainly potential here for Ross to steal the show. Hes known to hate superheroes, and now that hes in a position of great power, hes sure to wield it with passion and temper. He seems quite calm in the trailers, but theres bound to be another layer to his performance that the advertising push is deliberately ignoring. Ross is bound to be front and centre as the government finally stops supporting unlicensed heroes and begins attacking them instead. In the comics, Ross goes on to become the Red Hulk, a less soft-centred version of Marvels iconic rage monster. If this transition ends up occurring in Civil War, expect it to be a show-stealing revelation that everyone wants to talk about afterwards.
