William Hurt's Secretary Of State wasn't actually as big a presence in Civil War as some might have expected. He turns up to sell the Accords and pick at the wounds of the Avengers responsible for killing innocents and then sort of goes away.

This is inevitable really: after all, if Ross was involved too much, Iron Man would have been relegated to a political pawn, rather than operating under his own drive. But it's a shame we didn't get a little more complexity beyond learning he had a heart-attack and isn't happy that Hulk and Thor have gone off-grid.

That isn't to say Hurt wasn't good: he was, he just didn't have a great deal to do. What he did have, he sold completely, and crucially he didn't over-sell the restrictions of the Accords to make Cap the hero and Stark the villain.

Hopefully, Ross' continued presence (and Tony Stark's brilliant final decision to wind him up) might mean we get to see the General become Thunderbolt (ideally with his own strike team made of villains under the same banner) in Infinity War or elsewhere.

There's no real need for Red Hulk at this stage, but I'd be game to see that too. Especially if it meant we got another stand-alone Hulk movie with Ross hunting Big Green and trying to enact the banishment from the start of the Planet Hulk arc.
