14. Crossbones

It's rather a shame that Crossbones was limited to the opening Avengers sequence, and that he was for some reason burdened with a daft comedy Batman voice, but he definitely looked the part.
Personally, I was expecting Crossbones to be aligned with Zemo, but obviously the final "twist" of the Sokovian's true agenda made that impossible. That much was the right decision, but it did somewhat make Crossbones seem like he was just a disposable loose end who needed to be tidied up before the rest of the film could advance.
That was unavoidable in a very packed character slate, and at least the secondary villain left some marks thanks to his excellent design (is the coolest looking devil in the whole MCU?) and those great gauntlets. And his attempt to kill Cap at the start both suggested that HYDRA are still around somewhere and foreshadowed the importance of personal vengeance to the bigger picture.
