From the moment she's introduced at her grandmother's funeral (where Cap and Falcon check her out, as if that's appropriate), Agent 13 is a hard presence to really define. She drift in and out of the story, dropping important data with Cap before going back to sit at the government table.

Functionally, that's all fine, and Emily VanCamp plays the part well. She didn't REALLY need the romantic tie to Cap, but it fulfils a "will they/won't they" storyline that's been around for a few movies, and it did inspire Falcon and Bucky's hilarious reaction to their out of the blue kiss.

It's a little dumb that nobody thought to check whether Sharon was feeding Cap (who EVERYONE could see she had a thing with) key information, but somebody needed to be an "inside man" sort of figure and she was the most plausible. Well, unless you count Black Widow, but that twist may have been too obvious.
