9. Big Government Meeting, Fraught Avengers Friendships

Cut €“ perhaps via a montage of distraught news coverage detailing the lives lost €“ to a big government meeting. Cap is being told off, by US Secretary of State Thaddeus Ross (previously seen hunting Ed Norton in The Incredible Hulk, back in his army General days). €œWhile a great many people see you as a hero, there are some who prefer the word 'vigilante'. People are afraid€, Ross tells Cap. Cap responds €“ according , again, to Empire €“ indignantly, with the line €œThis job, we try to save as many as we can. Sometimes that doesn€™t mean everybody€. They break from the meeting, with Cap reluctant about the idea of signing up for government training and supervision (given his pre-expressed fears about how the powers-that-be handle national security), which Ross is trying to sell to him. Robert Downey Jr€™s Tony Stark arrives, not in the best of moods, and expresses his opinion that this government supervision malarkey might be a good thing (given his massive Ultron-sized f*ck-up from last year). They argue, and Tony foreshadowing-ly tells Cap that wants to punch him in his perfect teeth. Black Widow shows up, and urges Cap not try and €˜punch his way€™ out of this one. I don€™t feel like Cap will turn on his friends just yet. He€™ll probably ask for time to mull it over, because he€™s still not sure that aligning with the government is the best course of action. Maybe he€™ll meet up with Falcon at this point to talk it out.
