14. Fiona Volpe - Thunderball
Although Thunderball was the weakest Bond film of the 1960s, it did do a very good job with its Bond girls (aside from the aforementioned Patricia Fearing).
Fiona Volpe (Luciana Paluzzi) is an excellent femme fatale and one of the all-time best female villains in James Bond. Both charismatic and brutal, she feels like a serious threat to Bond and the other men she seduces and lures to their doom.
Another good thing about her is that she's the first Bond Girl in the series who Bond didn't successfully 'conquer'. She makes it clear to Bond that she was only using him and doesn't feel anything for him, to which Bond, looking downcast, replies "Well, you can't win them all." Therefore, even if Bond does eventually defeat Fiona, it does feel like she won a significant victory over him.
It's a shame about her death scene though, which was contrived and unintentionally funny.
