31. The Incredible Hulk
The Scene
After royally messing up his attempt to bring Bruce Banner into custody by relying on Emil Blonsky to do the heavy-lifting, General Thaddeus Ross drowns his sorrows in a bar, only to be interrupted by Robert Downey Jr's Tony Stark, telling him "I hate to say I told you so General, but hat super soldier programme was put on ice for a reason", alluding to Captain America, and then mentioning putting a team together.
What It Meant
Well, obviously that The Avengers Initiative was still in gestation. The question of why he approaches Ross, who doesn't know where The Hulk is to tell him about the team confuses matters somewhat, but it seems he isn't suggesting that Banner would become part of the team - rather that the team would help solve him as a "problem".
Was the initial intention to have Hulk playing a bad guy role?
There's also a nice little hint to the rivalry between Captain America and Iron Man, as he cockily states he prefers hardware to super soldier serum to solve problems.
Also, it meant that nobody could discount The Incredible Hulk from the main MCU ever again.
