Richard E. Grant is an excellent addition to the cast of Episode IX and, while it's unlikely he'll have a huge role in terms of screen time with so many characters already, he should nonetheless have an important and hopefully memorable part.

While Grant is a good character actor, he's undeniably more suited to playing a villain type, partially because he's so good at it, and partly because his face just fits so well with playing someone creepy and sinister.

With that in mind, then, is he going to be a new First Order officer? Their ranks have been depleted and, with Kylo Ren stepping up to be Supreme Leader and not having an amicable relationship with General Hux, someone else is probably needed to come in and help run the show.
