13. Why Was Waller Even In Midway City?

The film's big mid-way (geddit) "twist" is that Amanda Waller is actually the subject of the mission. It's presented incredibly flatly, with no attempt of flair to make it remotely shocking, although what's really so poor about it is that the film doesn't really make all that clear what exactly she was doing in Midway City in the first place.

The easy assumption was that it was to monitor Enchantress, but if that's the case doesn't that mean she went into this deadly city before the Squad without a military cover? As established with Flag's cross-country teleporting, it's not like Midway's a quick drive from Belle Reve, so she's gone in, immediately fell foul, and needs rescuing in a tight period of time.

Although if that's the case, what was the deal with those ARGUS agents she kills for not having the right clearance for the mission: what could they be doing they had clearance for originally, but suddenly changed when the Squad turned up?

Short of it is, the entire mission has no freaking point.
