When Rogers finally joined the army, Colonel Phillips struggled to accept him as the test subject for the super soldier programme. Nevertheless, when Phillips threw a dummy grenade into the middle of the group, Steve was the only one who didn't run for cover, instead jumping on top of it to sacrifice himself and save those around him.

This was when Colonel Phillips was forced to accept the future Captain's bravery and his many other qualities beyond the physical.
