As Wayne is leaving the meeting, he responds to Waller's veiled threat with a very open one of his own: "shut it down, or my friends and I will do it", implying that any continued action by the Suicide Squad will bring the attention of the Suicide Squad.

So, it would seem that any potential sequel is going to have another element: a superhero watchman to contend with as well as whatever mission objective the Squad will be looking at. Or at least the threat of surveillance: that is a very smart move, as it changes things up but it also makes sure Waller can't be brazen and will have to adapt. But having it be Batman would be too much.

In Suicide Squad II, we should be introduced to other heroes - perhaps Hawkman and Hawkgirl since they hail from Midway City - who could be presented as "representing" Batman or the Justice League. They could then watch over the Squad without being deemed too all-powerful (because Batman failing to stop the Suicide Squad would be remarkably bad for his image).

Ideally, someone like Nightwing would be an even better choice, as the film could play up to his friction with Batman and have him ultimately decide that Suicide Squad is a necessary evil, and withhold their actions from his former master.
