3. Make Forced March Units Unable To Retreat
Each army in the game has four different mobility modes: Normal, Forced March, Ambush, and Encamp. Each one has its benefits and downfalls. Normal is your basic march around the map, of course. Ambush allows your unit to recover lost soldiers and resupply, but it cannot move and needs to have at least 25% of its mobility remaining – but if an enemy blunders into its area of control, then you get a battle that heavily favors you that they can't easily retreat from. Likewise, Encamp gives you a strong defensive position and raises your army's resupply factor, though you can't move and you need to have 50% of your mobility remaining to use it.
Forced march is the fastest movement type, allowing you to cross huge swathes of territory – and honestly it seems to be the preferred method of mobility for the AI. While force-marching you can't recover lost troops or attack an enemy unit or settlement, but you get 150% mobility.
When an army is attacked, if they don't think they can win, they can retreat once. But the issue is that: an army that has performed a forced march should be considered to have used all its potential mobility already. By allowing forced-marching units to retreat from battles, it creates an unnecessary chase theme in many battle scenarios that slows things down. An easy solution to this would be forced march battles not giving the option of auto-retreat.
