"Oh, Hello. Wonderful news. The installation is almost complete." The enigmatic Forerunner construct designed to annoy you to no end and wipe out all life in the Milky Way. Whilst we can all agree he's rather annoying, there's an addictive enigma to him. The construct never gives too much away about his intentions or his origin. We all know that he exists to monitor Installation 04, or at least did, but we'll never truly know what he knows. He's a secretive little lightbulb. The funny thing is, 343 existed when the Forerunners were coming to end. Meaning, he could tell you most things over a drink (of oil) that the games spend entire hours hinting at. Those of you that read the books will know that 343 was destroyed, but fragments of him were picked up by the UNSC. One thing lead to another, and he'll more than likely show up again to annoy the crap out of you.
