Prior to Majora's Mask, Link actually did a fair bit of swimming without needing the ability to fully transform himself into a Zora, but his efforts in Ocarina of Time were a bit lacklustre as he doggypaddled his way around the limited bodies of water in Hyrule - not the case in the 2D titles.

Swimming became an essential mechanic in the 2D games as the developers needed to ensure the players stuck to exploring the overworld in the manner they had intended so most of the world's they created had streams, rivers and seas keeping the players on track until the story allowed them to traverse the water.

The Zora Flippers allowed Link to do precisely this and open up the different versions of Hyrule enormously. From accessing dungeons to finally snagging that Heart Piece that's been tantalisingly out of reach, the Zora Flippers more than earn their place on this list and don't get me started on the Mermaid Suit from Oracle of Ages - truly legendary.
