9. Luis Fernando Lopez
As the main character of GTA IV: The Ballad of Gay Tony, we didn't get to know Luis Fernando Lopez for very long, but he made a lasting impact - especially when you consider he was merely part of a DLC.
Lopez was the antithesis of many GTA characters as he's all-too-aware that he's a bad guy, and is also desperate to get out of the game. Getting out of the game is his main goal but to do so he has to dive a little further in. That leads to bank heists and cage fighting in order to earn a little more money and get a little bit closer to the light at the end of the tunnel.
He's also a loyal friend, loving son and a hard worker, resulting in a more subtle character; a far cry from the caricatures we've become accustomed to in the series. Luis works for Gay Tony and shows no semblance of caring about his boss' sexuality, which most other GTA characters would likely make fun of.
He's a far more nuanced character than his peers, and one that deserves a place on this list for not being a gun-toting maniac.
