Arguably the weirdest one, but definitely the best serial killer in an open-world game has to be the cannibal butcher from Assassin's Creed Unity. How good is he at being a serial killer? You find him, dead-to-rights, cutting up bodies in a culvert with a group of people locked in a cage nearby - and you actually get punished by the game if you stop him.

That's right - since he's just a weird Easter egg, he's still considered a 'civilian' and you aren't allowed to assassinate him. Some of the killers on our list have allies willing to give them aid or alibis, such as Seymour or Kelder; some of them have good cover to hide their crimes such as Dr. Gimble or Morinth. But none of them have complete mechanical immunity to the player getting revenge on them. Even the Infinity Killer dies off screen.
