Ok, so maybe just his name doesn't scream 'Nintendo icon' but he was an important part of the Advance Wars games that started on the Gameboy Advance in the early 2000s. Those games themselves are considered as part of a long running 'Nintendo Wars' series going back to 1988's Famicon Wars and going right through to the two Battalion Wars games on the GameCube and Wii. Andy should fit right on in with the current roster and past additions to bring something similar but still different. Not many Smash characters actually bring weapons and a real sense of warfare with them, only Solid Snake from Brawl and the Starfox characters being established examples and even then Fox McCloud and his gang are a futuristically-based. Andy can bring Advance Wars' cartoon visuals of real-life weaponry to call in air-strikes, snipe from afar or straight up bash Mario's head in with his spanner.
