9. Democracy Inaction (New Vegas)
In every Fallout game, the stories of the many safekeeping vaults you come across often provide more twisted tales than anything on the surface. New Vegas' Vault 11 is no exception, although at first it doesn't appear too out of the ordinary. As expected, the vault is deserted and decaying, and initially it doesn't look like anyone has used the safety of the underground sanctuary in years. That is, until you get to the Overseer's office. Unlocking the secret passage underneath the desk you're ushered into a peculiarly well-kept hallway. At the end you find a room and you're told to sit down to watch a short movie on a projector that fills you in on the location's secret past. As it turns out, every year the vault held a lottery, and the "lucky" winner was ushered into the same room as you before they were sacrificed. This happened every year like clockwork until only a few vault dwellers remained. As soon as the movie finishes you're ambushed on both sides, with your character eventually killing the remaining few psychopathic killers in the vault and stopping the yearly ritual for good.
