Fallout 4's Covenant is one of the only settlements in the game where you're aren't threatened with a machine gun as soon as you step onto the premises. Instead, you're greeted by some of the friendliest people in the entire game, and all you have to do is pass a test where you answer a seemingly random string of questions in order to gain access to the town. However, because this is the Fallout universe, it's pretty obvious that the overly-nice settlement is going to be hiding some kind of sinister secret. After a bit of digging and talking to another unconvinced hired merc who's been tasked with finding a missing girl, you eventually uncover Covenant's true nature; the town is really a screening zone for synths and a front to distract the outside world from a barbaric underground lab. As it turns out, the town has been kidnapping synths (or people thought to be synths) in order to develop a surefire test that can detect whether or not someone is a robot in disguise. However, to make the test a reality the town has been carrying out endless torturous experiments on both synths and humans alike - even children - in order to crack the code.
