Although she was a main villain in the first game, the Nazi Queen Bitch Frau Engel really becomes a force to be reckoned with in Bethesda's sequel. Taking such glee in chasing down any of the Third Reich's detractors, the sadistic General constantly flaunts her power, ruthlessly second-guessing your every single move.

Despite her timid and mangled frame (as a result of being attacked by a mech in the original title), Engel is genuinely terrifying. Within the first half an hour she's literally decapitating your closest allies and taunting you by making you kiss their detached heads, for Christ's sake.

Her actions only escalate from there, too, and whether she's murdering your friends in front of you and sticking the smoking barrel of the gun into your mouth or executing you on national television, the game always finds a way to keep you completely and irrevocably despising its main villain.

Unlike some of the entries on this list, your clashes with Engel feel deeply personal and insurmountable, which only makes those small victories - and the eventual confrontation - all the more satisfying.
