9. Grand Theft Auto V

You can't talk about how much of a one-off GTA IV was, without the back-pedalling, "Sorry! So sorry, we'll get it right this time!" feel of GTA V.
Evidently its production budget was an unlimited one, seeing Rockstar polish off everything from immaculately rendered mountainsides to intricate A.I. scripts, animation and minigames like tennis or cycling.
The only issue was, they didn't address the portions of gameplay that mattered. Shooting and melee combat still felt serviceable and floaty respectively, with basic cover mechanics and unlikeable characters meaning outside the world detail and feel of that hefty production budget, there was nothing to latch onto.
Objectively it's a landmark release and an achievement in pure game design, but against the characterful likes of Vice City and San Andreas, would be nobody's first choice.
