Unlike a lot of Rockstar games, you're not supposed to revel in open-world anarchy in LA Noire. Cole Phelps is the straightest cop to ever exist, so by the book that he manages to piss off every other detective he works with, so it wouldn't make sense if you made him spend his downtime running over civilians, destroying property and bonking hookers.

Still, that doesn't mean you can't be a menace, just that you're not encouraged to be one. Each mission awards the player with a rating, and the more fines you incur for being a reckless danger to society - mostly accrued by mowing down lanes of unsuspecting victims in your police car and then accidentally knocking over every lamp post in LA - the lower your rating goes.

If you're particularly bad, and 'achieve' over $47,000 in mission penalties, you'll pop the "Public Menace" trophy for being worse than the crooks you're supposed to be stopping.
