ENBs tweak the post-processing effects of a given game, improving lighting, shadows, depth of field, and other effects like blur and film grain. They can be pretty strenuous on your system, but the results - as Blackout ENB shows - can be incredible. And yes, the above picture is murky old Megaton in Fallout 3.
