The Grand Theft Auto series has had its share of antagonistic characters over the years, but Officer Frank Tenpenny from GTA: San Andreas just might be the worst.

As a police officer for the Los Santos Police Department, Tenpenny€™'s villainy has deep roots within his community, the results of which are extensive and corrosive. Don€™t let the badge fool you; Frank Tenpenny is a bad, bad man. Instead of using the power of law enforcement to help people and make them feel safe, Tenpenny uses his power to abuse and use people for his own gains. He preys on and manipulates the various local gangs into warring with each other while blackmailing them into surrendering their profits his way.

He isn€™'t even above killing his fellow police officers in order to keep Internal Affairs away. He represents our worst fears of police corruption. As you play your way through San Andreas, you only grow to hate Tenpenny even more, despite the inherent likability of Samuel L. Jackson. He is a constant thorn in CJ€™s side that you can€™t wait to get rid of, and when you finally do it€™s sweet relief. It'€™s impossible to feel the slightest bit of sympathy for this character; every action of his is reprehensible beyond belief. God help us if there are any cops as bad as Tenpenny in real life.
