Black Flag earns its place on this list on similar grounds to Just Cause 2. Where Just Cause 2 had it's grappling hook, Black Flag has its pirate ship. It's just as much fun to move around the world of Black Flag as it is to zip across the world of Just Cause 2. More proof that fun movement mechanics can make a game exceptional.

Sailing across the Carribean during the golden time of piracy fulfils that childhood fantasy of being a pirate. Whether it's boarding a Man o' War, harpooning a blue whale or just enjoying the majesty of the open ocean, the game manages to absorb you into it's world.

Much like other games on this list, Black Flag is at it's worst when it takes you away from the open exploration aspects. That's not to say exploring Havana and Nassau isn't fun to do, it just pales in comparison to the brilliance that is sailing the open ocean.
