1. The Order - Silent Hill Series (1999-)
A cult is only as powerful as those who pledge themselves to it, from the number of followers to the strength of their beliefs. And, for never failing to pop up time after time and scare the living daylights out of us, The Order truly are the masters of good old-fashioned creepiness.
Although their worship revolves around God (or, at least, their version of Him), The Order do not believe in anything in particular, nor do they offer themselves up to any supernatural beings and/or deities. Instead, perpetuating the ideals of order and chaos, they want to purge the Earth of its sin - i.e. by killing everyone on it - and only those wholly devoted to their cause will be saved from eternal damnation in Hell.
It's an eerily familiar Old Testament-esque approach to religious fundamentalism, which is never a good thing when followers are prepared to resort to unspeakable acts to make themselves heard. And with the cultural impact The Order have made on the town of Silent Hill over the years, there's no telling how much damage they could do.
That's not even mentioning how downright terrifying they are.
