1. Alien Soldier - Sega (1995)
If you find yourself disappointed that Alien Soldier earned the top spot of this list, congratulations, you must have lived in one of only two regions to ever have gotten a release of the title: Japan and part of Europe. The rest of the world had to subscribe to the obscure Sega Channel gaming service to play this one. And regions that couldn't access Sega's very earliest incarnation of Steam likely never knew the game existed at all.
Alien Soldier puts an emphasis on challenging boss fights with short and simple levels serving as downtime in-between bosses. It was a rare formula then and it still remains one now.
Treasure had already proven its mastery of Sega's hardware in developing exciting shooters in 1993's Gunstar Heroes, so their having revisited the platform to give it another go wasn't much of a surprise.
Though it was generally praised by reviewers at the time of release, 1995 was a year where the 32-bit consoles were stealing the spotlight away from the ageing 16-bit systems. Couple this to the fact that physical releases of the game were limited by region and Alien Soldier was largely overlooked the world over.
