Honestly, you could go to any period in Chinese history and it would make for an exceptional Assassin's Creed game.

Assassin's Creed has already briefly touched on China. According to official lore, a group of proto-Templars assisted Qin Shi Huang unify China under his rule. He was assassinated by Wei Yu ten years later, and Wei Yu was immortalized with a statue in the Auditore Sanctuary. The Chinese Brotherhood was decimated in the early 16th century, but was ultimately restored by the Ezio-trained Shao Jun not long after.

The most promising setting might be the Three Kingdoms era, some 400 years after the death of Qin Shi Huang. Widely regarded as one of the bloodiest periods in Chinese history, the Three Kingdoms period saw millions killed as three fractured kingdoms battled for control over China.

Assassin's Creed likes to place itself at these pivotal points in history. The Renaissance, the American and French Revolutions, the Ptolemaic Wars in Egypt, etc. They thrive in periods of flux, because that's where the Assassin's and Templars are able to exert their will. Between corrupt government officials (eunuchs, at that), purported sorcerers, battles between warlords, and betrayals galore, this seems like a setting rife with thematic potential.
