7. The Commandant (Fable II)
When your head is covered in what looks like a failed science project involving crystals, there isn't much you can do to redeem yourself, but you could at least dress better. The Commandant's uniform can best be described as head-to-toe tripp pants. Remember tripp pants? If you don't (lucky you), they were basically 20 pounds of fabric and wallet chains. The Commandant isn't so much dressed as a villain, but rather as a 14-year-old goth who just wants to make his middle-class, business-degree parents angry. Hopefully he's just going through a phase. However, the Commandant would be an easy character to cosplay as all the items needed can be found in any Hot Topic.
