The basis of the creation of Rapture was that Andrew Ryan wanted to create his own society. This was influenced by the ideas of Ayn Rand. Rapture is intended as a realization of a city without religion, market or government regulation. It led to an underclass being created that Fontaine was able to exploit leading to a civil war. Another component of Rands philosophy was that the individual should not act unless it is their own self-interest. When the player enters Rapture, their main choice is to save or harvest the Little Sisters. To get more Adam, the obvious choice is to harvest them. Yet you could still choose not to. So the choice within the game has a new dimension. With Bioshock 2, the main opposing force is Sofia Lamb, who sees herself as creating a new Utopian society, with the ends justifying the means. When faced with opposition, her world view has the same weakness as Andrew Ryans. For it to really work, she has to be the one at the top.
