10 Scariest Horror Video Games Of The 90s - Ranked
4. Resident Evil 2
Resident Evil 2 was, in many ways, the perfect sequel to Capcom's groundbreaking original game, improving on the well-established formula and setting itself apart as a better overall experience thanks to improved dialogue, stronger voice acting, better graphics, and richer enemy variety. It wasn't quite as scary, but it still featured dozens of highly memorable scenes and some really frightening sequences, especially in the early hours.
As the Resident Evil series continued, the games began to become more action-focused, and this tonal shift was felt right from the start of Resident Evil 2 as rookie cop Leon. S. Kennedy finds himself in flame-filled streets, surrounded on all sides by the undead. It was a really effective opening and set the tone for the rest of the game, which featured more monsters and bigger bosses than its predecessor.
The Raccoon City setting was a little less creepy than the first game's mansion, but still featured some highly claustrophobic, intimidating environments. Resident Evil 2's detailed graphics helped to make the zombies more gruesome than before, and new creatures like the lickers added a new layer of fear to the experience.
