In Fallout 4, Knight Captain Cade at one point utters the line, "Please state the nature of your medical emergency". That character was played by… drumroll please… Dwight Schultz!! Having Barclay say the EMH's activation line in a game that also features Robert Picardo is almost too much Easter egg to handle. Well, hold on to your photons and forcefields!
In Starfield, if you visit Reliant Medical in Neon City, you'll meet Doctor Joseph Manning who also has the "state the nature" line in his arsenal. As we know, in the alternate future timeline of Voyager's Endgame, The Doctor finally chose a name before getting married, and it was… 'Joe,' much to the incredulity of one Tom Paris. If 'Joseph' is a reference to that moment, then well played, Starfield, well played!
The 'Reliant' in 'Reliant Medical' rather speaks for itself — even the typeface on the buildings is evocative of that used on Starfleet vessels. In fact, Starfield has quite a few Wrath of Khan references (more on that later), and before the game went into development, the project was codenamed 'Genesis' — apparently as a deliberate nod not just to the biblical but also to Star Trek II.
