8. The Cutscene City - Grand Theft Auto III

The Grand Theft Auto franchise is also famous for its amount of disused content, but GTA III features perhaps the most unsettling one of all - its infamous Cutscene City.

Behind the hills of Shoreside Vale lies a hidden section of the game world - a street area completely bereft of NPCs and moving vehicles.

In fact, without mods the area can't even be interacted with at all, and can only be approached by uneasily flying the Dodo to it.

The mod makes the street solid so you're able to drive around it, but everyone else, including other cars, remains intangible.

As for why Rockstar hid such an eerily quiet locale in the game? No, it wasn't part of an unfinished fourth island that was ultimately cut from the game, as many fans first speculated.

In fact, the street was used to stage the game's opening cutscene in which protagonist Claude is left for dead following a botched bank robbery, and Rockstar by their own admission simply assumed nobody would ever discover it.
