4. Ratcatcher
Another Alan Grant original, the Ratcatcher is a warped portrayal of the Pied Piper where – instead of luring rats away from town – he commands the vermin of Gotham’s underbelly to eat the skin off those who have wronged him.
Formerly known as Otis Flanagan, the Ratcatcher used to be Gotham’s official exterminator until he was convicted of killing a man during a brawl and was given a 10-year prison sentence. After enduring a lonely life behind bars, Flanagan kidnaps everyone who ‘wrongly’ condemned him and forces them to live in isolation beneath the land of Batman’s cursed city.
Both Origins and Knight suffered from a lack of urgency thanks to the streets of Gotham being a littered wasteland where only twin criminals roamed. The next game must give the players an incentive to care about what happens on the ground, or the amount of time they take to complete an objective, and the reported disappearances of multiple people with families would surely provide this.
Admittedly, it’s easy for people to scoff at the notion of including a man who bears the face of a rat and is tormented by all the brethren he killed as an exterminator, but the Arkhamverse has never seen anything like him, and Warner Bros. could easily exploit his deranged mind to make him creepier than he ever was in the comics and Batman: Dark Tomorrow.
