3. State Of Emergency
State of Emergency is notable for being a Rockstar-published "followup" to Grand Theft Auto III, and also for being almost immediately forgotten after release. A 3D brawler, the game just didn't have a whole lot going on. Like a bad piece of chewing gum, it was fun while it lasted, but the flavor was gone almost instantly.
You choose from various characters and partake in full-blown riots around various parts of a city. There's some story in there about why you're the good guy because of an evil corporation and blahblahblah - who cares? There are numerous objectives to complete to advance the story but honestly? The real fun is in fighting everyone and smashing everything.
It all got old very fast. But, for those first several hours at least, the game had the same satisfying grind as a Dynasty Warriors/Musou game. There's something incredibly cathartic about turning a shopping mall into a wreck of smashed glass and fire while a hundred other people run around looting everything.
It's just too bad there wasn't more to do.
