No gym leader in the history of Pokémon has as bad a deal going as poor Blaine does in Kanto.

Blaine is an old man, clearly knowledge about all types of powerful critters that lurk about, and who specialises in fire types. For context, it's worth mentioning that Kanto is a region that doesn't have an awful lot of fire types, meaning that Blaine has specialised in a pretty niche market.

So why, may we ask, is Blaine's gym on goddamn Cinnabar Island, which you can only access by having a Pokémon with surf? It means that literally every single soul who rocks up to the island does so with at least one creature that can curb-stomp the entire gym if it's levelled enough.

It's hard enough being a fire type gym leader - given the amount of people who would have a water type or ground type in their team already - without literally ensuring that, whatever you do, you'll arrive at Cinnabar with a secret weapon against the old man, whether you know it or not.
