6. Scarecrow - Batman Arkham Knight
Scarecrow from the Batman Arkham series has always been the laughingstock of the games' fanbase, due to his unfortunate accident in the original Arkham Asylum.
Despite being one of the first escaped villains Batman has to face, he doesn't get more than twenty minutes of screentime, because during his final showdown with the Dark Knight, he is suddenly swallowed whole by Killer Croc, who jumps at him out of nowhere.
From this point on, Scarecrow was assumed to be dead, but in Arkham Knight it turns out that despite getting mauled inside of Croc's huge maw, the mad psychiatrist has miraculously survived being a midnight snack, although the close encounter with death has left him with horrible scars on both his body and mind.
In the final installment in the series, Scarecrow deploys a citywide scheme to get revenge on Batman for letting Killer Croc mutilate him. Unlike his previous iteration, this version of Scarecrow is far more cunning, intimidating, and ultimately better prepared to face his adversary. He actually manages to expose Batman's greatest secrets and become a more imposing villain than even the Joker himself.
