7. Commandant Steele - Borderlands
Throughout Borderlands, the Vault Hunters learn Commandant Steele is preparing to open the fabled Vault, and use its power for her own nefarious schemes.
But when Steele activates the Vault, she releases a monster called The Destroyer, which abruptly kills her. Recognising the Destroyer will unleash untold destruction upon Pandora, the Vault Hunters band together to kill it.
Even though Borderlands is crammed with innovation, that's nowhere to be seen during this boss battle. Not only is this battle way too easy, it's boring as hell, since the Destroyer is a mega damage sponge.
To make the final fight have a more personal angle, it would've been better if the Vault's energy infused Commandant Steele with godlike power, allowing her to hold her own against our heroes.
Steele is nowhere near as entertaining as Borderland 2's Handsome Jack, but she's still a solid villain. Despite having minimal dialogue, the sinister Siren makes an impression, due to her authoritarian demeanour and her ruthless actions. She may be a bit generic, but there's no question Steele would've been a better final boss than what we got.
