How is it unlocked? By registering every Pokémon in Home (originally a living dex was needed, but this was changed in an update).
As no game in the series actually features every known creature as of Pokémon Sword & Shield, a lot of transferring through Pokémon Bank and Pokémon Home will be needed to accomplish this feat.
