9. Raul Passos - Max Payne 3
Raul Passos is the unreliable sidekick from Max Payne 3. Starting out as Max's ally and partner, a central plot point shows that he was actually sent to set Max up, and then he comes full circle to help Max out in the end before Max helps Passos rescue his pregnant girlfriend. With Passos moving on and leaving Brazil to get him and his soon-to-be wife to safety, we're left with an unfinished end to the story of Raul Passos.
Passos still has a career as an executive bodyguard ahead of him, new wife and child or not, not to mention his time before hiring Max in the flashback. He appears to have spent time as a mercenary and was possibly an NYPD officer alongside Max in his early days, though his true past is hidden by Max's unreliable narration.
This all leaves plenty of room for a Raul Passos game showcasing his time before, or even after, the events in São Paulo.
