Yep, there's your problem - a tedious chore purely designed to pad out the game. Because NPCs regularly forget to pay the electricity bill, apparently.

It's very common to find yourself outside an enemy building wanting or needing to break in, and if the game is set in the modern era or the future, you can damn well bet you're going to have to power this bad boy up.

Or maybe you have to get the lights back on whilst fumbling around in the dark. This situation is typically used in horror and survival games to crank up the tension - and yeah, sometimes that goal is achieved. But there are other ways to get under the player's skin, and most of us grew unafraid of the dark years ago. We're not scared of monsters waiting for us in the pitch black. We're worried we're going to walk into a coffee table.

Whatever the situation, basic housekeeping and maintenance shouldn't be a part of computer games.
