1. Ishmael Ashur - Fallout 3
Fallout 3's The Pitt add-on introduces one of the most depressing and disturbing places ever shown in the Fallout series—the titular remains of Pittsburgh, where raiders rule over everyone with an iron fist and the streets are filled with destitute slaves and deathly ill transients.
The main antagonist of the DLC is Ashur, a former Brotherhood soldier who rounded up the Pitt's raiders and then united them under his command to take over the city.
Ashur's rule over the Pitt makes him the unequivocal villain to his people, as his "soldiers" act with pure cruelty, and most of the people in the Pitt are either slaves or kidnapped slaves from nearby settlements.
However, although his methods are completely inhumane, Ashur's mission is actually quite inspired.
For all the crimes he and his raiders commit, Ashur's goal is to improve the Pitt's situation and turn it from an infested war zone into a genuine community with a functioning industry and a strong, reliable army.
You can tell he truly believes he's doing the right thing, too, as he prefers to call his raiders "soldiers" and his slaves "workers."
And while this definitely doesn't excuse him, you have to admit he is kind of working with what he has, given how much of a dumpster fire the Pitt was before his arrival.
