9. Too Human

Too Human suffered from a long development cycle, similar to Duke Nukem Forever, though the curse didn't quite last as long.

It was initially announced back in 1999 and was intended to release on a PlayStation system, but developer Silicon Knights soon partnered with Nintendo and suddenly the game was slated to be a GameCube title. Five years later, not much had happened and the developer announced a new partnership with Microsoft. Lo and behold Too Human was now scheduled as an Xbox 360 game. It eventually debuted in 2008.

Its narrative was altered multiple times, particularly through all the cancellations on different platforms. In the end, its focal point was to re-imagine Norse mythology with a cyberpunk twist.

Too Human had a lot of potential, but in every moment where this could have been expanded upon the devs took two steps back. Considering it wanted to really change the status quo, everything the player does feels completely devoid of purpose and this undermines all it set out to achieve.

Even discounting the narrative and design choices, the final product scarcely had any polish or refined elements.
