A particularly detailed thread on gtaforums archives all the changes to Rockstar's expansive achievement, but the biggest takeaways revolve around a simplified wanted level system, and an additional 'Mechanic' skill you could've ranked up.

Firstly, ever think it's just that little bit strange that the cops of GTA are so willing to open fire, even on the lower wanted levels? It's down to the initial idea being that they'd chase you down with tasers and billy clubs, as oppose to defaulting to firearms. In addition, various houses were reportedly modelled to have interiors, replete with security systems (building on the home invasion side-missions of San Andreas), which could then result in an armed response, but it wasn't carried forward. Lastly, seen in the game's debut trailers and footage, there were more arresting animations for the police and NPCs, but these were also left behind.

Second, a 'Mechanic' skill is thought to have merged with the 'Driving' skill, as it would've aided in breaking into cars, repairing your own, adding different parts and mods to your ride. Ranked up, you would have even been able to break into safes and lockboxes.

In theory, the much-advertised heists would build on this, having skill-dependant safes that were only accessible if you'd ranked up the appropriate skill. This meant you had to leave some of the available loot and replay the mission again later on, getting away with better scores once you were better levelled.
