It may not seem it, but flowers are important in the Pokémon world. A lot of characters are named after them, and this grassy hillside, and the Bulbasaur and Morelull leading Tim along it, may have a greater purpose than just being pretty.
With Detective Pikachu in Tim's arms and missing his hat, it may be that the Pikachu was hurt, and needs healing - fortunately, Grass-type Pokémon like these are known for their healing powers.
The flowers may also hint at another Legendary Pokémon, Shaymin, who appears as a small mossy hedgehog associated with flowers, and whom has amazing healing power.
